The area of the Grodzisk Mazowiecki commune is generally flat, crossed by the valleys of three small rivers: Rokitnica, Rokicianki and Mrowna, which flow from the south to the north - according to the inclination of the surface. The northern part is mainly used for agriculture and industry. There are no large forest clusters in this area, but there are abundant ponds formed in former clay excavations (Natolin, Chrzanów, and Kraśnicza Wola) with typical rush vegetation.

The southern part of the commune is ideal for housing. The picturesque, typically Mazovian landscape is diversified by small forest complexes near the villages of Mościska, Marynin and Książenice. They are mainly mixed forests of pine and oak.

A few well-preserved old parks with a rich tree stand and monumental tree specimens can be found both in the city (Skarbek Park and park surrounding the villa "Kaprys") as well as in the villages of: Chlebnia, Kłudzienko, Kozery, Kraśnicza Wola, Książenice, Stare Kłudno.

The number of nature monuments and their diversity in the Grodzisk Mazowiecki commune is larger than in the other communes of Mazovia. These include the highest commune tree located in the historic park in the village of Chlebnia - stalk elm with a height of 35 m and a trunk circumference of 3.9 m. Only 18 km north of Grodzisk Mazowiecki is Kampinos National Park - the only such a large forest complex located in the immediate vicinity of the capital. 1506 ha of the southern part of the commune is part of the Warsaw Protected Landscape Area. You can often meet deer, boars, martens and hares, as well as various species of birds of prey (hawks, falcons, sparrowhawks and owls) and water birds (cranes, swans and grebes). Since the introduced changes concern only residential real estate, the company located on the property must have signed a contract with a company that transports municipal waste, regardless of the fact that the waste will be taken away by the company from the part of the resident.

What should you do with your current agreement?
Residents should terminate contracts concluded with the existing entrepreneur providing municipal waste collection services, so that it will cease to apply from 30 June 2013. This obligation does not apply to contracts concluded with Zakład Gospodarki Komunalnej w Grodzisk Mazowiecki Sp. z o. o, ul. Sportowa 29. Therefore, the contract concluded with the entrepreneur should be analyzed, because different companies have different deadlines for terminating contracts, and according to the provisions contained therein, terminate it at the right time. Some companies independently terminate contracts with no traffic from the residents, or inform them about the fact that the contract expires on 30 June 2013.

What is the billing method?
In our municipality, the fee will depend on the number of people living in the given property.

What will be the basis for paying the fee?

What will be the rates for collection of waste?
At the moment, the council of the Commune has adopted a resolution in which the rates of fees in the amount of PLN 12 a month are determined from the person residing on the property in the event that the waste is collected in a selective manner and PLN 20.00 gross per month from the person residing on the property in the event that the waste they are not collected in a selective manner. After settling the tender and learning the actual costs of waste management, it is possible to change the amount of the above mentioned rates.

How will the waste management fee be adjusted?

The calculated fee for waste management and entered in the declaration should be paid at the box office or bank account of the office by the 15th of each month. The first payment will have to be paid by August 15, 2013.

Where can I find a declaration and when should I submit it?
The declaration can be downloaded from the website www.grodzisk.pl, and we will also try to ensure that all residents receive a declaration directly to the mailbox. In addition, you will be able to take it from office.

Until when to submit a declaration?

The completed declaration should be submitted to the Municipal Office in Grodzisk Mazowiecki by May 15, 2013.

Who will collect the waste?

Yes. Residents who take up the trouble of segregating waste will do it for the benefit of the environment as well as for themselves, because a lower fee is set for selective collection and the bags are handed over to the owners free of charge

What is the issue of containers and waste bags?
Waste containers are mixed on the property owner's side, but waste collection bags will be provided by the waste collection company.

How will segregation look like?
Waste should be divided into three fractions: glass, raw fraction, and the rest of the so-called mixed waste remaining after segregation.

Will anyone control whether waste is actually segregated according to the declaration?
Yes. The company that wins the tender and will export waste from the commune will be obliged to inform the commune about irregularities in this area.

What will happen if the landlord declares that he will segregate the waste and will not do it?
Due to the fact that the charge for segregated waste will be lower, while for non-segregated waste, if the waste is not segregated, an administrative decision will be issued to impose a higher fee on the owner of the property.

Collection of used electrical and electronic equipment

Pursuant to the Act on Waste Electrical and Electronic Equipment (WEEE) of July 29, 2005 and on September 13, 1996, the Act on Maintaining Cleanliness and Order in Municipalities of the Consumer:
· It is obliged to hand over used electrical and electronic equipment to the collector of such equipment. (Article 35 of the WEEE Act)
· It may not dispose of used equipment together with other wastes. (Article 36 of the WEEE Act)

· From July 1, 2006, the consumer has the right to donate his waste electric or electronic equipment free of charge to the store, which accepts used equipment in an amount not greater than the new equipment sold on the principle of "1 for 1", ie refrigerator for a refrigerator, TV set for television , hair dryer for a dryer, fluorescent lamp for a fluorescent lamp, etc. (Article 42 (1) of the WEEE Act)

FINANCING FOR ASSIGNMENT OF ASBESTOS

As in previous years, the commune of Grodzisk has launched a subsidy action for the disposal of asbestos. Applications will be accepted until November 2015. or exhausted funds that are allocated for this purpose this year, or 75 thousand. zł.

The subsidy can be obtained for projects related to the exchange, dismantling or liquidation of roofs and façades containing asbestos and products containing asbestos on the property.

Pursuant to the Regulations for granting subsidies for the removal of asbestos-containing products, the subsidy rate for the surface covered or covered with asbestos-containing products is 16 PLN / m2, whereas when such products are on the property, the subsidy rate is 10 PLN / m2. The limit of earmarked subsidy for one applicant in the case of surfaces covered with or covered with products containing asbestos is 250 m2 per year, and for products containing asbestos on the premises - 200 m2.

The application for subsidy should be accompanied by the assessment of the status of the quantity of asbestos products and a copy of the notice of accession to construction works submitted to the Poviat Starosty (does not apply to co-financing the utilization of products containing asbestos on the property). Last year's call for applications was very popular and thanks to co-financing from residents of our Municipality, over 5000 m2 of harmful asbestos was removed from over 30 properties.

On 1 January 2012 amendments to the law on maintaining cleanliness and order in municipalities entered into force, under which an entrepreneur intending to operate in the field of collecting municipal waste from property owners in the Grodzisk Mazowiecki commune is required to obtain an entry in the business register regulated, run by the Mayor of Grodzisk Mazowiecki. Entry into the register and change of the entry in the register is made by the Mayor at the entrepreneur's written request.

An application for entry into the regulated activity register should include:

1) the company, the seat designation and the address, or the name, surname and address of the entrepreneur,

2) tax identification number (NIP)

3) REGON identification number, if the entrepreneur has such a number

4) specification of the type of municipal waste received

The application for entry in the register of regulated activity is attached:

1) proof of payment of stamp duty in the amount of PLN 50 in accordance with art. 6 of the Act of 1 July 2011 amending the act on maintaining cleanliness and order in communes and some other acts (Journal of Laws No. 152, item 897). This fee does not apply to entrepreneurs who, as of the date of entry into force of the amendment to the Act, have a permit to receive municipal waste pursuant to art. 14 para. 2

2) statement on meeting the conditions required to carry out the municipal waste collection activities from the following owners:

"I declare, that

1) data contained in the application for entry into the register of regulated activities regarding the collection of municipal waste from property owners is complete and truthful;
2) I am familiar with and meet the conditions for the business of collecting municipal waste from property owners, specified in the Act of 13 September 1996 on maintaining cleanliness and order in communes (Journal of Laws of 2005 No. 236, item 2008, as amended) ".

The above statement should also include:

1) the company, the seat designation and the address, or the name, surname and address of the entrepreneur,

2) the place and date of the declaration,

3) signature of the entrepreneur or person authorized to represent the entrepreneur, indicating the name and function.

The entry is made when the data is entered in the register. The Mayor of Grodzisk Mazowiecki, by entering an entry in the register, gives the entrepreneur the register number.

Entrepreneurs receiving municipal waste from property owners who on the day of entry into force (01.01.2012) of the Act in question are allowed to receive municipal waste from property owners may perform activities in the collection and management of municipal waste without entry in the regulated activity register during the period 12 months from the date of entry into force of the above Act, ie until December 31, 2012 (Article 14 paragraph 1 of the Act of 1 July 2011 amending the Act on maintaining cleanliness and order in municipalities and certain other acts (Journal of Laws No. 152, item 897).

1) possession of equipment enabling collection of municipal waste from property owners and ensuring its proper technical condition;

2) maintaining proper sanitary condition of vehicles and devices for collecting municipal waste from property owners;

3) compliance with technical requirements for equipping vehicles for collecting municipal waste from property owners;

4) ensure proper location and equipment of the storage and transport base.

An entity collecting municipal waste from property owners is obliged to:

1) handing over collected municipal waste collected from property owners to waste recovery and disposal installations, in accordance with the hierarchy of waste management referred to in art. 7 of the Act of 27 April 2001 on waste;
2) transferring from the owners of real estate mixed municipal waste, green waste and residues from the sorting of municipal waste destined for storage to a regional installation for processing municipal waste.

An entity that collects municipal waste from property owners or conducts activities in the area of ​​emptying septic tanks and transporting liquid waste in the Grodzisk Mazowiecki commune is obliged to prepare quarterly reports. Reports should be submitted to the Mayor of Grodzisk Mazowiecki by the end of the month following the quarter in which it applies.

1) possession of equipment enabling collection of municipal waste from property owners and ensuring its proper technical condition;

2) maintaining proper sanitary condition of vehicles and devices for collecting municipal waste from property owners;

    b) not sent for storage at the landfill and the way it is used,
  3. number of property owners from whom municipal waste was collected,
  4. indication of property owners who collect municipal waste in a manner inconsistent with the regulations

and information contained in Article 9 n paragraph 3 points 4 and 5 for the aforementioned group of entrepreneurs

  1. information on the amount and type of liquid waste collected from the area of ​​a given commune;
  2. information on the ways of managing liquid waste, along with the indication of the sink station, to which liquid impurities have been handed over;
  3. number of property owners from whom liquid waste was received

the report should be accompanied by:

  1. list of property owners with whom during the period covered by the report concluded agreements for emptying septic tanks and transporting liquid waste
  2. and a list of property owners with whom these agreements have been terminated or expired.
  3. the list includes the first and last name or the name and address of the owner of the property, as well as the address of the property.

In accordance with the Resolution No. 424/2016 of the Grodzisk Mazowiecki City Council of October 26, 2016 specifying the principles of granting a special-purpose subsidy from the budget of the Grodzisk Mazowiecki commune for the task of air protection involving replacement of coal heating with pro-ecological heating, we encourage the inhabitants of our commune to undertake the liquidation of heating based on coal fuel in their homes and exchange it for gas or electric heating.

The subsidy from the commune budget will cover as much as 70% of costs (not more than PLN 6,000) for the purchase of a new gas or electric boiler.

Grant rules:

Subsidy can be applied for:

  • individuals,
  • housing communities,
  • legal entities,
  • trader
  • public finance sector entities that are municipal or poviat legal entities.

To apply for subsidies, the above-mentioned entities that have a legal title to real estate-residential buildings or residential premises located in the Grodzisk Mazowiecki commune (subsidy does not apply to outbuildings).

The grant is awarded under the following criteria:

  • co-financing is only granted for the purchase of a new gas or electric boiler
  • coal furnace will be permanently liquidated,
  • the applicant can only apply once per one apartment.

Entities applying for a subsidy submit a written application (application form), after a positive verification, the subsidy is granted on the basis of a contract. The subsidy will be paid on the basis of documents submitted by the applicant (§10 of Resolution No. 424/2016 of the City Council in Grodzisk Mazowiecki).

Kościuszki 32 a - the position of the Environmental Protection Department (Customer Service Room and stand no. 13), at the Information stand, on the website of the Grodzisk Mazowiecki commune in the environmental protection tab.

The date of recruitment of grant applications from 02.01.2018 to 28/09/2018

The order of activities:

  1. Submission of a completely completed application with attachments.
  2. Signing a contract with the Municipality.
  3. Purchase of a furnace (gas, electric).
  4. Reimbursement (up to one month) of costs incurred for the purchase of the furnace by the beneficiary, upon submission of the invoice with proof of payment.

Co-financing applies only to the exchange of the furnace itself (without any packages).
